The Town of Plainfield announces the appointment of Steve Dyson as the inaugural Town Controller, marking a historic moment for the for the Town and the State of Indiana. In 2022, the Town of Plainfield led efforts to request that the Indiana General Assembly amend the Indiana Code to allow for the restructuring of Towns, with a population of 34,000 or more, and transition from a Clerk Treasurer to an appointed Controller to serve as the fiscal officer for the town. The transition to controller allows for the Town Council to appoint a candidate with a professional background in public finance and budgeting. The appointment was officially confirmed during the Town of Plainfield Town Council meeting on November 13th. Dyson has served as the Budget Director for the Town of Plainfield since 2018.
“Steve Dyson's extensive experience and expertise make him the perfect candidate for this pioneering role,” said Town Manager, Andrew Klinger. “With a proven track record of overseeing and managing the financial operations of the Town, Dyson brings a wealth of knowledge to this new position.”
Along with over 20 years of public sector finance experience, Dyson holds two master’s degrees, an MBA in finance from the Indiana University, Kelley School of Business, and an MPA in policy analysis, from the Indiana University, Oneill School of Public and Environmental Affairs.
He will officially assume his duties on January 1, 2024, and will be responsible for establishing financial policies, procedures, controls, and reporting systems. In addition, Dyson will be tasked with the preparation of Town budgets and financial statements, ensuring the responsible management of the Town's finances.
The reorganization assigns fiscal duties to the controller and establishes an elected clerk to serve as the secretary to the council and handle all town records and other administrative duties that are essential to the Town's operations. Mark Todisco, current Clerk Treasurer, was officially elected as Town Clerk and will officially transition to this role January 1st.
