ORDINANCE NO 02-2005
AN ORDINANCE ESTABLISHING THE PLAINFIELD PARKS AND RECREATION DEPARTMENT BENEFICIENT FUND AND FOR ITS ADMINISTRATION
WHEREAS, The Plainfield Parks and Recreation Department occasionally receives money in the form of gifts, contributions, donations, and bequests; and
WHEREAS, the Plainfield Town Council, deems it to be in the best interest of the Town of Plainfield and the Plainfield Parks and Recreation Department to establish a system to receive, hold and disburse such monies, and;
WHEREAS, the Plainfield Town Council has determined that the proper way to receive, hold and, disperse such monies is to create a separate fund for such monies under the supervision of the Director of the Plainfield Parks and Recreation Department and the Plainfield Town Council:

CREATION OF FUND. There is hereby created and established a specific fund to be known as the “Plainfield Parks and Recreation Department Beneficent Fund” into which all monies and proceeds in the form of gifts and contributions, donations, and bequests to the Plainfield Parks and Recreation Department shall be deposited.

PURPOSE OF FUND. The primary purpose of the Plainfield Parks and Recreation Department Beneficent Fund is to provide financial assistance to qualified residents of the Town of Plainfield that are in need of financial assistance to enable them to participate in recreational activities of the Plainfield Parks and Recreation Department.

RESPONSIBILITY FOR FUND. The Director of the Plainfield Parks and Recreation Department shall be responsible for receiving all funds to be deposited in such account and shall keep records as to the amounts received, the manner of their receipt, any disbursements and a current balance in such fund at all times.

DEPOSIT OF FUNDS: Upon receipt from the Director of the Plainfield Parks and Recreation Department, the Plainfield Clerk-Treasurer shall immediately deposit all gifts, contributions, donations and bequests into the Plainfield Parks and Recreation Department Beneficent Fund.
5.
DISBURSEMENT OF FUNDS. Any use of any portion of said funds shall be initiated through the Director of the Plainfield Parks and Recreation Department who shall make a recommendation to the Plainfield Town Council. The Plainfield Town Council shall then, in its sole discretion, either approve or not approve a disbursement of the funds for the purpose requested, and further, if the Town Council approves the disbursement it shall determine the amount of funds to be distributed by the Director of the Plainfield Parks and Recreation Department.
6.
USE OF FUNDS. The use of such funds may be for any lawful purpose related to the Parks and Recreation at the sole discretion of the Plainfield Town Council.
SAID ORDINANCE IS HERBY PASSED AND ADOPTED this 14th day of March 2005.
