PLAINFIELD PLAN COMMISSION
November 7, 2011

CALL TO ORDER

Mr. Gibbs: I would like to call to order the Plainfield Planning Commission meeting for November 7, 2011.

ROLL CALL/DETERMINATION OF QUORUM

Mr. Gibbs: Mr. Carlucci, would you poll the board to determine a quorum?

Mr. Carlucci: Mr. Satterfield- here
Mr. McPhail- here
Mr. Brandgard- here
Mr. Dunkin- here
Mr. Kirchoff- here
Mr. Gibbs- here
We have six members present, none absent; we have a quorum for the purpose of conducting business.

PLEDGE OF ALLEGIANCE

Mr. Gibbs: If you would please rise for the Pledge of Allegiance.

APPROVAL OF MINUTES- October 3, 2011

Mr. Gibbs: I assume that everyone has had the opportunity to review the minutes for October 3rd Planning Commission meeting, if so, I will entertain a motion or changes.

Mr. Kirchoff: So move.

Mr. Brandgard: Second.

Mr. Gibbs: I have a motion and a second, all those in favor signify by saying aye, opposed, motion carried.

PETITIONS REQUESTING CONTINUANCE TO THE DECEMBER 5, 2011
MEETING

Mr. Gibbs: Joe, we will turn it over to you this evening for the first item on the agenda.

Mr. James: Good evening, we have two items on the agenda for tonight's meeting that need to be continued to the December 5th hearing date, the first is PUD-11-001 Brookview Properties, LLC, staff is requesting the continuance to the December 5th meeting to give the Plan Commission time to develop a position on the status of the Metropolis PUD zoning.

Mr. Brandgard: So move.
Mr. Kirchoff: Second.

Mr. Gibbs: I have a motion and a second to continue both petitions. Mr. Carlucci would you poll the board.

Mr. Carlucci: I believe the motion was made by Mr. Brandgard, seconded by Mr. Kirchoff.
Mr. Satterfield- yes

Six ayes, none opposed, motion to continue is approved.

Mr. James: The second petition is PP-11-001 the petitioner is Jerry Wiggins, this is the Plainfield Station primary plat, staff is requesting a continuance to the December 5th meeting, and they failed to get us a traffic impact study that we requested two months ago. Talking with Don and Tim, we decided that this intersection is just too important to ignore this traffic study and to move forward without it so we are not going to do anything until we get that traffic study.

Mr. Kirchoff: Is thirty days long enough for that?

Mr. James: Well after December 5th, to move forward they are going to have to re-notice.

Mr. McPhail: I move we continue PP-11-001 to the December 5th meeting.

Mr. Satterfield: Second.

Mr. Gibbs: We have a motion and a second, Mr. Carlucci would you poll the board.

Mr. Carlucci: Yes, the motion was made by Mr. McPhail, seconded by Mr. Satterfield.

Six ayes, none opposed, motion is approved.

Mr. James: That concludes the public hearing portion of tonight's agenda.

OLD BUSINESS/NEW BUSINESS

Mr. James: We will move onto old business/new business. I have one Plan Commission invitee that was Value City, they've had a banner up for the whole month of October, it too large and plus it is just not allowed. I first called the manager back at the first of October and told him it wasn't allowed and gave them about a week, they didn't take it down so then I sent them a notice and I never heard from them and then I sent them a Plan Commission invitee last week and still have not heard from them.

Mr. McPhail: Banner still up?

Mr. James: Banner is still up, I checked it today.

Mr. McPhail: We ought to fine him.

Mr. Gibbs: It sounds like you have the consensus of the board.

Mr. James: Ok, I will send them a citation tomorrow and maybe they will get the message. That is all that I have, but before we leave, I'm sure that you all know that Mr. Satterfield is leaving us, tonight is this going to be your last meeting is that right?

Mr. Satterfield: Well I can be at the December 5th.

Mr. James: I want to thank you for the years of service and hate to see you go, but I understand why you are heading up to Fishers.

Mr. Satterfield: I appreciate it, thank you.

Mr. McPhail: So move.

Mr. Brandgard: Second.

Mr. Gibbs: All of those in favor.
