A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF PLAINFIELD, INDIANA, APPROVING A POLICY REGARDING RELIGIOUS USE DIRECTIONAL SIGNS
Whereas, the Town of Plainfield has long been recognized as a "Community of Values"; and,
Whereas, the Town of Plainfield recognizes the importance of religious uses in the development of the values of the community and in the values expressed by the day to day lives of its residents; and,
Whereas, religious uses tend to be located in residential areas of the community and are not typically located along major thoroughfares that would provide high visibility and easy access; and,
Whereas, the Town of Plainfield desires to provide directional information to the residents of the Town of Plainfield necessary to more easily locate various religious uses; and,
Whereas, the Town of Plainfield desires to avoid the negative impacts of sign proliferation and sign clutter.
Now, Therefore, Be It Resolved by the Town Council of the Town of Plainfield that:
1. A limited number of Religious Use Directional Signs necessary to provide directional information to residents seeking to find various religious uses shall be allowed, subject to compliance with the guidelines set forth in this Resolution, within the rights-of-way of public streets within the Town of Plainfield that are under the jurisdiction of the Town of Plainfield for maintenance and control.
a. On the support structure of an existing Regulatory / Warning Sign or on an existing street light / utility pole located in the right-of-way of any public street within the Town of Plainfield subject to the approval of the agency or utility having jurisdiction over said support structure of an Regulatory / Warning Sign or street light / utility pole; or,
b. As a freestanding sign in the right-of-way of any public street within the Town of Plainfield subject to the support structure and location being in compliance with Town Standards for Regulatory / Warning Signs and this Resolution.
3. In no event shall a Religious Use Direction Sign be located on the same support structure as a "Stop" sign.
4. All Religious Use Directional Signs and support structures shall be constructed of materials and mounted in conformance with the "Uniform Manual on Traffic Control Devices", latest version.
5. Religious Use Directional Signs may be located so as to direct the motoring public to the Religious Use along the safest and most direct route from up to two (2) directions and with a maximum of three (3) Religious Use Directional Signs for each direction.
7. In no case shall a Religious Use Directional Sign, regardless of location, exceed an overall height of five (5) feet above grade.
8. Each Religious Use Directional Sign shall have a vertical dimension of eighteen (18) inches and a horizontal dimension of twelve (12) inches.
9. The background color of all Religious Use Directional Signs shall be green, trimmed with a white boarder. The lettering and directional arrows of all Religious Use Directional Signs shall be white.
10. Religious Use Directional Signs shall include: (i) no more than of three (3) lines of text limited to the name of the religious use; (ii) an arrow located below the text to indicate a left or right turn at the next intersection; and, (iii) the distance to the religious use within the arrow (i.e., "3 Blocks", "1 Mile", etc.).
11. If Religious Use Directional Signs for multiple religious uses are authorized on the same support structure or street light / utility pole, such signs shall abut each other and shall be located in either horizontal alignment or vertical alignment with each other.
12. All proposed Religious Use Directional Signs shall be reviewed by the Town Engineer for potential: (i) interference with clear site areas; (ii) obstruction of any line of sight necessary for safe and efficient movement of traffic; (iii) interference with public utilities; or, (iv) distraction from any Regulatory / Warning Signs. The Town Engineer shall forward its recommendation to the Town Council for final determination.
13. The Town Council shall, at a public meeting, make a final determination regarding the placement of all Religious Use Directional Signs taking into consideration: (i) the impact of the proposed Religious Use Directional Signs on sign proliferation and sign clutter; (ii) the guidelines contained in this Resolution; (iii) the recommendation of the Town Engineer; and, (iv) the need to provide directional information to a religious use.
The foregoing Resolution was passed by the Town Council of the Town of Plainfield, Hendricks County, Indiana, this _______ day of ________________, 2005.
