Mr. Brandgard: Plainfield Town Council Meeting for May 24, 2010 is now in session, I'd like to ask everyone to rise for the Pledge of Allegiance.

1. Approval of the minutes of the regularly scheduled Town Council meeting of May 10, 2010.
2. Approval of Parks and Recreation Director's, Plainfield Police Chief's Town Engineer's and Transportation Director's reports dated May 21, 2010 and HR Director's report dated May 24, 2010.
3. Approval of Amendment #1 to the June 9, 2008 Agreement between Town and Butler, Fairman and Seufert, Inc for the construction inspection services on the Shady Lane North Project for a fee not to exceed $90,000.00 with Councilman Bill Kirchoff signing for the Council in accordance with the Transportation Director's report dated May 21, 2010.

Mr. Rudolphi: The services that are in the community are the rec center, police, fire, town garage, town hall, we want to try to get one vendor that will basically maintain a test from everything from our fire suppression, detection, alarm, our extinguishers to get those recharged when needed. So it would be under one umbrella at this point.

Mr. Rudolphi: We can get with Wes and definitely get that amount in the end.
Ms. Whicker: I think the whole purpose of the particular review was making sure it was apples to apples so everything was broke down, but not all companies provided the same services. So we did want to look at the lump sum, we really wanted to look at everything individually and that was…I think that I would like to stay with the annual and the semi annual included.
Mr. Brandgard: Really the annual is all we'd need.
Ms. Whicker: So we'd like to do is to move forward with awarding a two year agreement to Koorsen Fire Protection for the fire safety suppressions, inspection serviced the Town of Plainfield contingent on final review of Town's Legal Council in the amount of an annual fee of $5,183.40. With that would also be semi annual inspections totaling $3,180.00. We would like to if possible go ahead and I would be the signer of this document once Legal Council has approved.
Mr. Brandgard: Is that a motion?
Ms. Whicker: Yes, motion.
Mr. Kirchoff: Second.
Mr. Brandgard: We have a motion and a second to award a two year agreement to Koorsen Fire Protection for the fire safety suppression and inspection services for the Town of Plainfield contingent upon the final review of documents with the Town's legal council if Council with council person Whicker the signer of the agreement with an annual fee of $5,183.40 and a semi annual cost of $3,180.00 for inspections. Ms. Whicker: I think it's important to mention that these three service providers currently do provide at some capacity service to the town and even though the amount of this agreement is not at the amount that we would need to go to put out the quotes, it was very important for us to make sure that if we were going to look at consolidating those services that we did it in a fair manor and assessed every part of the service in the needs of the Town.

Mr. Brandgard: New Business
Ms. Whicker: I did want to mention though I will not be able to be in attendance on the next Council Meeting.
Mr. Kirchoff: I have another request from a residence to take a look at traffic flow; this one has to do with the Parks Department. I was sitting at a pee wee ball game last week and a resident approached me concerned about the speed of the vehicles on whatever that road is going into Franklin Park. I'm not sure what the name of that road is.
Mr. Brandgard: Lincoln.
Mr. Kirchoff: Lincoln, and while we sat there, there must have been half a dozen cars just coming much faster than they should with all the kids at the pee wee diamonds and the Babe Ruth diamond an all that. It reminded me that we used to have speed bumps on that road and they are not there anymore and I don't remember when we took them out.
Mr. Brandgard: Your right, we used to have them on there I remember driving on them.
Mr. Kirchoff: Yes, he commented to me that there was a young person in a jeep who'd really flown through there just before I got there and I told him I would be happy to bring it to the Council and have staff take a look at it.
Mr. Chafin: I've been here four years and I don't remember it having speed bumps.
Mr. Kirchoff: Really, so it pre dates you. We used to have probably two speed bumps between Mills Street and as we came into the parking lot and the Babe Ruth there. There were two speed bumps.
Mr. Chafin: They were temporary I'd guess, did you stake them down or were they…
Mr. Kirchoff: They were permanent for years. I know when our kids were involved in sports down there, when the gentleman said something to me I went well yeah, I wonder how many years ago we took them out. But it I think it is important for us to take a look at that.
Mr. Chafin: I know tonight just coming from there it's a buzz and with all the people that are on bikes and walking on that new trail and with all that activity on the fields and the playgrounds maybe we can look at that, I'll get with Jason and see if he's got any ideas of putting those up.
Mr. Kirchoff: That's all I had.
Mr. Carlucci: Just real quickly, there is probably not a department head in the town that doesn't come in on the off hours and do different work and stuff and sometimes we're happy about it and sometimes we just got to get the work done that type of thing. But I noticed Ron's wife has been out of town, she's coming back Saturday, way out of town. He's taken some PTO and he's got family responsibilities too and I've noticed that he's in here a lot even if he is taking a PTO. So I just want to compliment Ron for that and that I do notice it. I'll stop in at odd hours for something.
I was reading Tim's report and I know that scares me a little bit. That whole section on the Bowen Engineering and all that they are doing down there at that sewer plant and his description of what this process is energy savings process and how well that has worked. I know a lot of us were a little skeptical on how that would work and would it benefit the Town and I would say that has been pretty much un-qualifying success this year.
Mr. Kirchoff: I would add to that, one of the contractors that we've worked with, not Bowen, but one of the other contractors and they spoke highly of the process itself as well as Bowen. So I thought that was interesting, someone that could probably feel some pressure from having Bowen being kind of the oversight of all of this, but they spoke very positively of our choice to use this process and the process itself and particularly Bowen.
Mr. Brandgard: Tim, I would like to ask you maybe to get with Bowen, I don't like throwing extra costs, but I think it would be good for the Council and as well as anybody else to have a review done. It doesn't have to be an elaborate thing, but come in and tell us what have we found out there? What has it done?
Mr. Belcher: We've been doing that and I can't wait to tell the story. I think it's just been one good thing after another. I guess our conservative nature of Bowen's thought the same way as I am. It's like well we don't want to say we are doing real good until we are really sort of done. There is always something that could go wrong but yet it's gone well, I am very anxious to be able to come and do that kind of presentation for you.
Mr. Brandgard: And I will respect your thoughts to wait until it's done and I think we aught to have an intern review, where we're at now.
Mr. Belcher: We'd be glad to do it. We are far enough along we're about ready to start things up and it's odd, it's an odd fear that Dave Lahey has had it, one of the designers that we would start up the plan, we've done such a good job on our CSO side that there would be no sewage in the plant which we've done such a good job taking that out and everything, I think we are going to be ok we are going to use that full plant. I think from top to bottom again from our guys in the field who actually have to keep things running out there to the guys who work on the contract it has gone very well.
Mr. Brandgard: I think you've done a good job of keeping us apprised to what's going on out there and I read it and I look at it and I say this is has really been great and we tried something new and it's working well for us. Don't know if it worked well for anybody else but it certainly works well for the Town of Plainfield.
Mr. Belcher: Ok, we will get that done and I will be eager to show it to you.
Mr. Brandgard: Thank you.
Mr. Carlucci: Just one other thing, remember, I know a lot of department heads on town hall, trying to avoid going past Wes's office because he will ask them about their budget. But the one thing I've noticed, and I've known Wes for a long time because of two of his kids have gone to school same years the two of mine were, and all four of them turned out relatively well. This thing with the fire suppression and stuff is in an effort to get things a little more under control and save money that was the reason they went through that process. It was certainly worth while doing it. It makes the next time we do it easier to go forward on and the idea is to save money. But this is really being measured by Wes who would see different bills coming in from different departments and to why are we doing this with multiple companies, multiple buildings different contracts. And the other part he's done too is that he's been out there not necessarily on his own but he is going to other community leaders in the county trying to get some support from the other communities towards funding the Hendricks County Communication Center, he's actively doing that too. I think that again is for every dime he can get a committee to do, it will be less money we have to support. For those things I mean, I think Plainfield is the cutting edge of trying to do these things and I want to compliment the staff I know everybody comes in but when I see Ron there and I see the lights on, I say he either left the light on and left or he's actually there. So that is the kind of staff we have in the town. Just wanted to let everyone know what everyone's been up to lately.
Mr. Brandgard: Thank you for bringing that up, we need to hear that occasionally, a lot of us know it but like everybody else we don't express our thanks often enough and we should do better at that. I see Ron coming in here when I'm leaving from a meeting I see him he's starting to go to work again. I appreciate that, but he shouldn't have to do it, on the other hand when I was working I understood that because I did that too. It is much appreciated. Thank you.

Mr. Brandgard: Under resolutions we have two resolutions this evening.
The first is the Resolution No. 2010-11: Magnum Logistics Real Property Tax Abatement. I will entertain a motion to approve said resolution.

Mr. Brandgard: Thank you. We have Resolution No. 2010-12: The Dillon-Holzknecht Completion of Option Agreement
Mr. Daniel: If you would like to Mr. President, I will speak very briefly about that. You got the resolution; you will recall we started that late last fall, Terry Dillion and Mr. Holzknecht had three pieces of property up around the rec center that we talked with them about off and on for some time and eventually put together an option to purchase. That required an appraisal by their appraiser and an appraisal by the Town's appraiser. It required both parties to go forward if they were satisfied with the average price of those which it's twenty-four and a half acres and the average appraisal for all three is set out as a resolution of $55,550.00, and in fact at the time the option was approved by the Town Council they authorized yourself as President to go forward and this really just ratifies and confirms everything that's already been approved by the town. But I think when we transfer, purchase, or sell real estate we should have a resolution to memorialize the transaction and that's what this does and if you have any questions I will be glad to answer them.
Mr. Brandgard: And if not, I will entertain a motion to approve.

ORDINANCES
Mr. Brandgard: We have one Ordinance this evening for the first reading. It's Ordinance No. 09-2010: No parking Brookside Lane between Buchanan and Section Streets.
Mr. Kirchoff: I just had a couple of things for clarifications I think that I read in the report that the fire hydrants are on the west side of the street.
Mr. McGillem: Up to Section Street, there are no fire hydrants between Section and Buchanan on Brookside.
Mr. Kirchoff: Really?
Mr. McGillem: In fact Tim and I when looking at this having a hard time believing what we were seeing. We are going to deal with Jason because we think there's a hole in servicing up there. There's a fire hydrant on the southwest corner of Section and Brookside, and there is no additional fire hydrant all the way to Buchanan.
Mr. Kirchoff: And then the other question I have is will we send some kind of direct communication to the residents in the area to forewarn them of what we are doing?
Mr. Carlucci: Have we adopted it?
Mr. Kirchoff: If we have adopted it and that this is what's going to be happening.
Mr. Carlucci: Ok. I will do that.
Mr. Kirchoff: I think that's fair. With that being the case then I will then move that we approve for first reading Ordinance No. 09-2010.

PROCLAMATIONS
COUNCIL COMMENTS
Mr. Brandgard: We have two letters that I would like to read into the record that we received. One is directed to Jason Castetter it reads, Dear Jason,
It was a real pleasure to work with such a courteous efficient organization. When your group found out how serious the sewage backup in the crawlspace at 1143 and 1145 Raymond Street your group acted swiftly to analyze and correct the problem. The department of Public Works came out at about 10:00 a.m. on May 4th after investigating the problem, DPW decided to return at 1:00 p.m. and correct the problem. The new jet vac truck had the eight inch city sewer working by 3:00 p.m. The DPW is a credit to our Town; they came back on Friday the 7th and completed repairs. Thank you, signed Richard and Linda Hutchinson. This was dated May the 10th.
And again, this is one I will explain I knew about because Richard and Linda Hutchinson happen to be neighbors of mine so he told me what was going on down there and again the Town did as usual a good job in trying to rectify problems.
We also received a letter from Make-A-Wish directed to Plainfield Parks and Recreation care of Clay.
Dear friends, On behalf of the Make-A-Wish Foundation of Greater Kentucky, Ohio, and Indiana wish to thank you for donating the use of your aquatic facility for Spencer's wish party. Everyone involved had an absolute blast. At Make-A-Wish we often use the saying, A hundred years from now it will not matter what my bank account was, the sort of house I lived in, or the kind of car I drove, but the world may be different because I was important in the life of a child. The Make-A-Wish Foundation only exists only through corporations and individuals like you who believe in the mission of granting wishes to many special wish children. We could not continue our mission without the generous contribution of individuals like you. You are truly making a difference in the lives of these children.
