Special Meeting
Mr. Brandgard: The Plainfield Town Council special meeting for Wednesday May 18th is now in session. The purpose for this meeting is to discuss and approve a contract between the Town and INDOT.
Mr. McGillem: I appreciate your help coming in for this special meeting. I had talked to Rich, this is the project that we got the federal funds on for the sign replacement for reflectivity throughout the Town, and we have been supposedly on the August leading and they supposedly wanted to put us on September. We took acception to it because we needed to obligate these funds before the end of the federal fiscal year or lose them, so they said to stay on the August letting we had to get this LPA agreement signed and then back into them. I just received it last Tuesday that is the reason for me coming forth. So essentially it is just the standard LPA agreement that the Attorney General puts out between the Town and INDOT and we need Council approval and execution so I can email it and get it back in. I need three to six signatures, plus Clerk Treasurer's signature.
Mr. Brandgard: Has Counsel reviewed it and approved the agreement?
Mr. Daniel: Yes, it is a standard agreement, yes.
Ms. Whicker: These are for all of the signs within the Town, including street signs and so forth to meet the new reflectivity requirements. The Town had a requirement that this be done under the new manual and we were going to do it over a period of four years with our own funds until we had our opportunity to try to get these federal funds on contract.
Mr. Carlucci: These are federal dollars that come through the Regional Transportation Council and we were able to get those because we knew where every traffic sign in Town was located and basically, if I am correct about this Don, they approached us with this project.
Mr. McGillem: That is right; they had funds, the Highway Improvement Safety Program Funding available, approached us to ask if we could move forward to get this done this fiscal year. Again, RG asked them where we were; we had already papers signed, inventory, and knew what we had to do. Jason even had a program put together for replacing. We have already replaced several stop signs, if you see the stop signs out that have the red strip on the post, all of those have already been replaced with the new reflectivity required signs.
Mr. Brandgard: Does this cover the cost of the new poles that they are supposed to be on?
Mr. McGillem: Yes, the poles and the signs. What we were going to do when we originally set up the project we were going to do this with force account, have everyone pay for materials and so forth, after it was approved for the project, State came back and said you can't do that we can't approve a force account sign project for anything over $100,000.00, so we went back and asked for additional funding in order to build a contract, which basically tripled the cost associated with the project. They approved the additional funds so we could go to contract to do the work. But it was still to our benefit, even though the cost increased and we were paying only 10% of the cost, they are paying 90%, then if we had to do all of the sign replacement, (inaudible).
Ms. Whicker: Now the red signs that we have up, those are adhere to the new reflectivity rules, correct?
Mr. McGillem: No, red is not allowed under the new reflectivity manual for signage. It is only green on white or white on green. That is just like Brownsburg with all of the purple signs, all of those have to be replaced and go back to green signs.
Ms. Whicker: My third grader told me that last week, that when she went to the DPW she told me that there will be no more red signs and they are going to have to be green, and I didn't believe her, but I guess that is where I need to find my information is from her. I didn't realize that, so those come down and green and white go up. I would suggest that those red and white ones we save for auction opportunities, whether we donate to the Chamber, or something in the community. I think those will be a collectors item.
Mr. Carlucci: We are going to have a lot of extra signs, and of course we probably will not need, we may need some of them, but it might not be a bad idea and put those in an auction and use those money from that auction to use that for the Miracle Field or something along that line, something to think about because we are going to have a lot of extra signs that we won't be able to use again.
Mr. McGillem: All of those old signs and sign poles will be retained by the Town, so they will be ours to do with whatever we want too.
Mr. Brandgard: Great.
Mr. McPhail: I would move that we approve the contract with INDOT for the sign replacement program.
Ms. Whicker: Second.
