Mr. Brandgard: The Plainfield Town Council meeting for January 10, 2011 is now in session.

CONSENT AGENDA

Mr. Brandgard: Welcome everybody to the first meeting of the New Year. We do have a few items on the consent agenda.
1. Approval of the minutes of the Town Council meeting of December 21, 2010.
2. Approval of Second Reading of Ordinance 21-2010: An Ordinance Establishing Hendricks County Communications Center Equipment Replacement Fund.
3. Approval of Town Engineer's, Parks and Recreation Director's, Plainfield Police Chief's and Transportation Director's reports dated January 7, 2011 and HR Director's report dated January 10, 2011.
4. Approval of December 2011 monthly reports for Plainfield Police Department, Department of Planning and Zoning, Utility Billing and Department of Public Works.
5. Approval to release $89,300 of escrowed retainage funds associated with the Deer Path sewer project to Bowen Engineering per the Town Engineer's report dated January 7, 2011.
6. Approval of a contract for inspection services with Butler, Fairman, and Seufert Engineering in an amount not to exceed $27,000.00 associated with a tree removal contract and utility relocation work on the NE perimeter Parkway Phase I project per the Transportation Director's report dated January 7, 2011.
7. Approval of Change Order Number 1 with John Hall Construction deducting $7,685.46 from the contract for work performed on the 2010 Trail Improvement Projects per the Park and Recreation Director's report dated January 7, 2011.
8. Approval to release retainage in the amount of $8,164.87 plus accrued interest to John Hall Construction for work done on 2010 Trail Improvement Projects per the Parks and Recreation Director's report dated January 11, 2011.
9. Approval to release retainage in the amount of $86,845.60 plus accrued interest to JDH Contracting Inc. for work on the Plainfield Youth Athletic Complex Phase 2A and 3 per the Parks and Recreation Director's report dated January 7, 2011.

Mr. Brandgard: Is there any business from the floor this evening? Is there any business from the floor this evening?

TOWN MANAGER REPORTS

Mr. Brandgard: We will go to Town Manager's report.
Mr. Carlucci: I did put a brief report about the Plan Commission meeting that was held on January 3rd. The development plan approval of the McDonald's which will be up on Vestal Road and US 40, that got unanimous approval from the Plan Commission, in addition the whole building is completely bricked and they were asked to put in a bicycle rack which they did agree to add that in. If I can answer any other questions from the members of the Board that weren't at that meeting.

STAFF REPORTS


Mr. Brandgard: Staff reports. Chief Mitny? Chief Anderson, Fire Department? Joe, do you have anything from Planning and Zoning? Jason, Public Works?

Mr. J. Castetter: I'll just let you know real quickly that so far the 2010-2011 snow season has gone well, we haven't had any major breakdowns and we have about 3,000 tons of salt still, so we are in good shape and the guys are home resting getting ready to battle tomorrow mornings snow.

Mr. Brandgard: While you are there, just a comment. I keep receiving kudos and comments of the great job you and your guys are doing on the streets.

Mr. J. Castetter: I will pass that onto them.

Mr. Brandgard: Everybody that I've run across is very pleased with the work.

Ms. Whicker: I've noticed more of (inaudible) or what is it that you use that you put down prior to the ice event.

Mr. J. Castetter: It is a pre treating process. It's a prune juice, salt combination.

Ms. Whicker: You have more salt but have you been using more of that this year than you did in the past?

Mr. J. Castetter: Yes we did, we experimented with this the first couple of years this year we've been using it a lot more, especially on our main drags and I was just telling Ron before the meeting that I am actually going to change products if I can find basically the same stuff for a third of the cost. It is getting real competitive out there as far as people using their material, because everybody is looking for alternatives other than the salt. This is the alternative that keeps the salt from binding to the pavement and easier to plow off. It buys us a couple of hours before the guys come in.

Ms. Whicker: It's kind of nice too that you've got that accomplished during the regular work day before 4:30 while they are still on the clock.

Mr. J. Castetter: Typically there is no overtime when they do that when they know the snow is coming.

Mr. Brandgard: Bill, anything in I.T.? Clay, is there anything from Parks and Recreation? Ron? Tim? Don?

Mr. McGillem: They are still working on them but it is like tonight and tomorrow, they are definitely not going to be working tomorrow with the snow coming in. If we get too much snow where they need to work they are going to have snow plow in on everything. Snow storm like this is going to delay. They do have most of the signals pretty much all wired and ready to hang and set the controllers in. Duke Energy is preparing to make the hook ups. So as soon as we can get them in, everything is moving forward it is just the weather slowing things down.

Mr. Brandgard: With the traffic signals are we putting up the lighted street names with that?

Mr. McGillem: Yes the LED lights will go up at the same time the signal heads and everything will be turned on at the same time.

Mr. Brandgard: Great. Thank you. I tell you that would be another one I get a lot of good comments of people who drive down here especially since the lights are up; they say it really looks nice, great work.

Ms. Whicker: Speaking of that, just out of curiosity on the drainage improvements? I know that when Meijer's was going in and the difference at the entrance and one thing they were going to be working on the drainage improvements, the frontage to 40?

Mr. McGillem: On the south side we've got all of the alleys finished out and drainage, a small drainage improvement on Shaw Street that we've put in. We are still working on plans so forth for the drainage improvement on the north side. It will be spring when we get started on that.

Ms. Whicker: I was thinking specifically to I think in order for St. Susanna to have their room addition or to add onto their church, if they were to do that drainage improvement, but yet that work has not been started.

Mr. McGillem: It has not been started I just was told a couple of weeks ago that they are close to getting the real estate situation worked out with Duke. They have been told after several months that there will be dedication of the area in the back of the parking lot, however they will require compensation for I think for an eight foot strip of whatever they need off of the west side. Mike Wally is working to try and get that finalized, it has to all be finalized before they can move forward with the drainage so that is what has been on hold there. So the plan is still in effect to do what was set up as soon as they get the property taken care of with Duke, by the final decision being anymore in North Carolina it is not near as easy as it used to be.

NEW BUSINESS

Mr. Brandgard: Any new business?

Mr. McPhail: Just one comment, we had a ribbon cutting today for the new business downtown, the cycle shop and several Town staff were there and it is really good to see a new business in the downtown area and with the new Street Scape and just hope it is the beginning of things to come. They really did a nice job there and if you get an opportunity to stop over there at the new shop, it is a very inviting place to go in and look at bicycles and apparel.

Mr. Brandgard: Very knowledgeable staff in there.

Ms. Whicker: Do they only service bikes that they sell?

Mr. McPhail: No, they have a full service department and they will work on anything. And the service department is right out front where you can see them working. It is exciting to see.

Mr. Brandgard: Especially locally owned.

ORDINANCES

Mr. Brandgard: We have one ordinance tonight which is the salary ordinance number 20-2010: 2011, which I believe is the same ordinance we passed for 2010 which it carried over to 2011.

Mr. McPhail: I move that we approve ordinance number 20-2010.

Ms. Whicker: Second.

Mr. Brandgard: Thank you. I don't think we have anything else, but I did see some people walk in, does anybody want to address the Council?

Mr. Livengood: Thank you Mr. President, My name is Chuck Livengood, 1280 Renee here in Plainfield. I would have been here on time but I was practicing my speech. At out breakfast club we had some discussion one morning about as it turns out the storm water residential fees on the water bill. I seem to be the observer representative for my breakfast club. So I got to looking at the water bill and I could see that there was in the description some cryptic abbreviations and so I brought that to the attention of both Ed and Lois and Lois worked on it with Bill I think and they redone that whole description part of the water bill, I have here before the original one from November and then the one in December. So they have expanded the description so that even I think I can read it now so I appreciate that. I've also in the process went to Lois to see just how that stuff was figured out, the rates and things. She gave all that to me and as a result I made out a chart so that now all I have to do is plug in the gallons or whatever I use this month and it comes out about the same number as she does so I am all excited about that and I appreciate that. Thank you.

Mr. Brandgard: Chuck, thank you for coming in and bringing that up, it is good that when somebody has a question they come in and we can answer and or fix it for you. So that is great, thank you. Is there anybody else?

Mr. Carlucci: I do have one item that was in my report. It had to do with the Oasis Diner that is currently resting on the east side of Town and I was wondering if we could have before the end of the month have a work session to talk about it and make sure that, well sometimes these projects have a momentum of their own and I am not sure that the Council is fully aware of all that has been going on and it maybe a good place to stop and take a breath, sit with the Council and get their input on what is going on here. So if you can think of some dates or if you want to try to arrange a date now that is up to you or send me some dates but hopefully it wouldn't take more than an hour, hour and a half at the most.

Mr. Brandgard: Ed, what is your schedule for the rest of the month?

Mr. Gaddie: I'm here for the rest of the month. February I'm gone.

Ms. Whicker: Do we know when Bill is returning?

Mr. McPhail: I think he told me he would be back the second meeting of this month.

Mr. Brandgard: That would be the 24th and we've got an extra Monday this month.

Mr. McPhail: I will be available if we do Bill's schedule when he gets back.

Ms. Whicker: Do we want to do the 31st?

Mr. Brandgard: It's good with me. Will that work? It is still this month. Let's check with Bill and shoot for that day. Will 6 O'clock work? January 31st, at 6:00. Is there anything else to come before us?

Mr. Carlucci: I just need the salary ordinance signed before you leave.
